Features of crossing the border
Entry into Ukraine and departure from Ukraine of foreigners and stateless persons is carried out in accordance with Articles 9 and 22 of the Law of Ukraine “On the Legal Status of Foreigners and Stateless Persons” in the presence of a passport document (if other documents are necessary, Article 15 of this Law).
Article 9. Entry into Ukraine of foreigners and stateless persons and the period of their stay in Ukraine
1. Foreigners and stateless persons enter Ukraine in possession of a passport document specified by this Law or an international treaty of Ukraine and a visa obtained in accordance with the established procedure, unless otherwise stipulated by the legislation or international treaties of Ukraine. This rule does not apply to foreigners and stateless persons who cross the state border of Ukraine for the purpose of recognizing them as refugees or persons in need of additional or temporary protection or receiving asylum.
2. Foreigners and stateless persons are required to submit their biometric data for recording during border control at checkpoints across the state border.
3. The period of stay of foreigners and stateless persons in Ukraine is established by a visa, Ukrainian legislation or an international treaty of Ukraine.
Article 22. Departure from Ukraine
1. Foreigners and stateless persons who are legally staying in Ukraine have the right to freely leave the territory of Ukraine in accordance with the established procedure, except for cases established by law.
2. A foreigner or stateless person is not allowed to leave Ukraine if:
he has been notified of a suspicion of committing a criminal offense or a criminal case is being considered by a court – until the end of the criminal proceedings;
he has been convicted of a criminal offense – until serving the sentence or being released from the sentence;
his departure is contrary to the interests of ensuring the national security of Ukraine – until the termination of the circumstances preventing the departure.
3. The departure of a foreigner or a stateless person from Ukraine may be temporarily delayed by a court decision until he fulfills his property obligations to individuals and legal entities in Ukraine, unless otherwise stipulated by international treaties of Ukraine.
4. If there are grounds specified in parts two and three of this article, information about a foreigner or a stateless person is entered into the database of persons who, according to the legislation of Ukraine, are not allowed to enter Ukraine or whose right to leave Ukraine is temporarily restricted.
When entering Ukraine, foreigners and stateless persons must fulfill the conditions established by the first part of Article 12 of the Law of Ukraine “On Border Control”.
Article 8. Conditions for crossing the state border by foreigners and stateless persons in case of entry into Ukraine
1. Authorized officials of the State Border Service of Ukraine grant a foreigner, a stateless person, a permit to cross the state border upon entering Ukraine, provided that:
1) that he has a valid passport document;
2) the absence of a decision of the authorized state body of Ukraine to prohibit entry into Ukraine;
3) if he has an entry visa, unless otherwise provided by the legislation of Ukraine;
4) confirmation of the purpose of the planned stay;
5) availability of sufficient financial support for the period of the planned stay and for returning to the country of origin or transit to a third country or having the opportunity to obtain sufficient financial support in a legal manner on the territory of Ukraine – for a citizen of a state included in the list of states approved by the Cabinet of Ministers of Ukraine, and a stateless person who permanently resides in a state included in such a list;
6) his fulfillment of the requirements regarding the periods of stay in Ukraine.
The authority to grant persons a permit to cross the state border of Ukraine is granted to authorized officials who carry out border control at checkpoints across the state border of Ukraine.
Border control, in turn, includes:
1) verification of documents;
2) inspection of persons, vehicles, cargo;
3) execution of orders of authorized state bodies of Ukraine;
4) verification of compliance by foreigners, stateless persons with the conditions for crossing the state border in case of entry into Ukraine, exit from Ukraine and transit through the territory of Ukraine;
5) registration of foreigners, stateless persons and their passport documents at checkpoints across the state border;
6) inspection of motor vehicles in order to identify stolen ones.
Upon completion of border control, foreigners and stateless persons are issued a note about crossing the state border (Article 8 of the Law of Ukraine “On Border Control”).
Such a mark is placed in:
1) passport documents of foreigners, stateless persons;
2) immigration cards of foreigners, stateless persons, if their passport documents do not include pages for marking the crossing of the state border;
3) other documents in cases provided for by law.
A note about crossing the state border is not placed in the passport document at the request of a foreigner, a stateless person. In this case, a note about crossing the state border is placed on the immigration card.

In accordance with the order of the CMU of March 13, 2020 No. 288-r, a number of checkpoints and checkpoints are temporarily closed.

Customs regulations in Ukraine
Individuals may transport across the border of Ukraine without a written declaration to the customs authority:
– personal belongings: two mobile phones, one video camera, one camera, two portable personal computers; sports equipment; personal jewelry that was in use; clothes, shoes intended exclusively for personal use; 500 ml of toilet water or 100 ml of perfume, other items for personal use;
– goods whose total value does not exceed 1,000 euros for aviation and 500 euros/50 kg for other checkpoints;
– cash currency of Ukraine or foreign currency in an amount not exceeding 10,000 euros;
– alcoholic beverages: vodka products (vodka, cognac, whiskey, etc.) in the amount of 1 liter, wine — 2 liters, beer — 5 liters;
– tobacco products — 200 cigarettes or 50 cigars or 250 gr. tobacco, or 250 gr. these products;
– food products for personal consumption in an amount not exceeding 200 euros:
* In the manufacturer’s package (intended for retail trade) — one package or with a total weight of no more than 2 kg of each denomination;
* Without packaging – up to 2 kg of each denomination;
* Indivisible product ready for immediate consumption — 1 pc. of each denomination;
– medicinal products in an amount not exceeding 5 packages of each name per person (except for those containing narcotic or psychotropic substances) or not exceeding the amount specified in the prescription (available to the person), issued in the name of this person and certified by a seal doctor and/or healthcare facility.
