The Embassy of the United States of America is reaching out to U.S. citizens planning to visit Uman during Rosh Hashanah.

Dear U.S. citizens:

Due to ongoing hostilities, the U.S. Department of State continues to recommend that U.S. citizens refrain from traveling to Ukraine. Because of the war in Ukraine, the U.S. Embassy has reduced its staff and limited the provision of consular services. We hope that travelers who decide to visit Ukraine at this time—including those participating in the annual Rosh Hashanah pilgrimage to Uman—will have a safe trip. At the same time, we provide the following information for U.S. citizens traveling to Ukraine in case of an emergency.

Passport Services at the U.S. Embassy in Kyiv:

If you have lost your passport, you must contact the U.S. Embassy in Kyiv to obtain a new one. Passport services are available in the mornings from Monday through Thursday. You can schedule an appointment at this link: http://ua.usembassv.gov/u-s-sitizen-services/passports/

The fee for replacing a lost passport is $165. You can pay by debit card or in cash (in hryvnia or U.S. dollars) at the Embassy. If you have any additional questions regarding passport applications, please contact us at the email address listed above.

Other Services:

Due to staff limitations and for security reasons, the Embassy does not provide in-person services in Uman, Ukraine.

We ask that you have a contingency plan ready in case of an emergency or unforeseen situation that does not involve assistance in the United States. Please contact your insurance company, local hospitals, or local authorities in cases requiring hospitalization or evacuation.

The Embassy of the United States of America extends its respects to the Ministry of Foreign Affairs of Ukraine and has the honor of requesting that the Ministry assist in establishing contact with the healthand emergency services in the city of Uman prior to the annual pilgrimage to the grave of Rabbi Nachman on the occasion of Rosh Hashanah.

Every year, thousands of U.S. citizens participate in the pilgrimage, and while the vast majority do not encounter any difficulties during their stay in Ukraine, visitors occasionally encounter health or safety emergencies that require the intervention of local authorities.

The Embassy would appreciate it if the relevant Ukrainian ministries would provide the health and emergency services in Uman with the contact information for the U.S. Embassy’s U.S. Citizen Services, along with a request to notify the Service if a U.S. citizen becomes the victim of an accident. The U.S. Citizen Service can be reached by phone at 380 (44) 521-52-91 or by email at [email protected]. In addition, the Embassy requests that the relevant Ukrainian ministries distribute the attached informational brochure to employees of medical facilities and emergency services in Uman, who can then provide this brochure to U.S. citizens in need of further assistance.
