The unlawful production, manufacture, acquisition, storage, transportation, or shipment of narcotic drugs, psychotropic substances, or their analogues without the intent to sell (* including the importation of such substances into Ukraine during a pilgrimage *) constitutes an offense, liability for which is provided for by the Criminal Code of Ukraine (Article 309).
Please note that, in accordance with Article 13 of the Law of Ukraine “On the Legal Status of Foreigners and Stateless Persons,” a foreigner or stateless person is not permitted to enter Ukraine, among other things:

- if such a person violated, at a checkpoint on Ukraine’s state border, the rules for crossing Ukraine’s state border, customs regulations, sanitary norms or rules, or failed to comply with the lawful requirements of officials and officers of state border guard agencies, customs and other agencies exercising control at the state border;

- if, during a previous stay in Ukraine, the foreign national or stateless person failed to comply with a court decision or a decision by state authorities authorized to impose administrative penalties, or has other outstanding financial obligations to the state, to individuals or legal entities, including those related to a previous expulsion, even after the expiration of the period during which further entry into Ukraine is prohibited.
