Russia’s full-scale aggression against Ukraine, which has been ongoing for more than four years, the constant, massive missile strikes on Ukrainian cities and communities, as well as on civilian and transportation infrastructure, and the ongoing Russian terror, sabotage, and provocations pose real threats to people’s lives and safety. This was reported by the press service of the Ministry of Foreign Affairs.
Under these circumstances, the Ministry of Foreign Affairs of Ukraine urges Hasidic pilgrims planning to travel to Uman to celebrate Rosh Hashanah to take into account that it is impossible to guarantee full security for foreign citizens on Ukrainian territory.
If you visit Uman despite the warnings from Ukrainian authorities, please be aware that a legal regime of martial law is in effect in Ukraine, which entails a number of additional regulations, including restrictions on freedom of movement, a curfew, increased patrolling, a ban on mass events and gatherings, as well as the use of coercive measures against individuals who do not comply with the established restrictions.
Other circumstances to consider when planning trips to Ukraine:
-
- congestion on land transportation routes to and from Ukraine and possible delays due to shelling of transportation infrastructure;
-
- a lack of sufficient civil defense shelters to accommodate pilgrims in areas where they gather in large numbers in Uman;
-
- a shortage of medical personnel and medical facilities in Uman to provide medical care to pilgrims;
If necessary, for additional information and clarifications regarding pilgrimages to Uman, the Ministry of Foreign Affairs recommends contacting the relevant ministries, services, and agencies: the Ministry of Internal Affairs of Ukraine, the National Police of Ukraine, the State Border Guard Service of Ukraine, the State Customs Service of Ukraine, the State Emergency Service of Ukraine, the Cherkasy Regional State Administration, and the Uman City Council.
